The National Strategic Special Zones
The National Strategic Special Zones, which aim to enhance economic growth by implementing regulatory reforms, were established in 2013, and 10 areas are selected as the zones. Overall objective of this system is “to make Japan the best climate for doing business.”
In the above 10 areas designated by the national government, bold regulatory reforms and other measures such as tax incentives are comprehensively and intensively promoted for projects carried out jointly by the central government, local governments, and the private sector.
As of April 2020, over 100 reforms have been realized and over 350 projects are ongoing as a result of these regulatory reforms.
Some examples of several special measures are shown as follows;

Business
●Start up Visa
Foreigners who intend to found business activity are given certain special grace periods to fulfill their visa requirements. This scheme is expected to promote foreigners to start business much easily.

Urban Renaissance
●Urban Renaissance
Cooperating with local government, companies which intend to plan redevelopment project can get various kinds of permission and authorization for building skyscrapers or large apartments in a highly speedy and simplified way. This contributed to Tokyo to be an established international city.

Medical
●Remote medication counseling

Agriculture
●Acquisition of farmland by private corporations
Not only certain eligible legal entities but also other sort of private corporations are able to acquire an ownership of farmland via local government when they fulfill certain requirements. This promotes private companies to enter into agri-business easily.

Tourism
●Private Lodging
Not only traditional Inns and Hotels but also authorized private companies can provide an accommodation service to travelers (in particular foreigners) by utilizing all or a part of housing. This measure responds to large demands by tourists who hope to stay in urban residential areas.

Foreign Nationals
●Foreigners Conducting Housekeeping Services
The Project to Accept Foreigners Conducting Housekeeping Services aims to accept foreign nationals who engage in activities to provide housekeeping services at specified organizations based on employment contracts.
