Change for the Future

The blueprint for a Super City is as follows:

- Infrastructure?Information and communications technology is installed or improved for the Data Linkage Platform.
- Advanced services?Existing public services are upgraded and interlinked to a degree only possible with the Data Linkage Platform.
- Full implementation?Regulations are reformed to support the installation of cutting edge services to meet the citizens’ practical needs.
- Integrated Decision-Making-The Cabinet Office will play an instrumental part in expediated inter-ministerial approval processes.

 

 

Integrated Decision-Making

Bold regulatory reform is required to swiftly implement the underlying infrastructure, structural changes, and the Data Linkage Platform needed for the development of a Super City.

To expedite the development of Super Cities, the Cabinet Office will oversee Super Cities regulation.

Many projects fail or are abandoned because decision-making is fragmented or there is a lack of cohesion among the ministries sharing responsibility for the project.

With the Cabinet Office overseeing decision-making, the ministries involved can study a given proposal, project, or plan in parallel, and relevant regulatory reforms can be processed in tandem.

Special Provisions for Super Cities

The Act on National Strategic Special Zones will be revised to make special provision for the creation of Super Cities. The council of a Super City will apply for special regulatory provisions directly to the Cabinet Office.

The relevant state minister assigned to overseeing the regulation of the Smart City concerned will consider the request, consult with the Council on National Strategic Special Zones as required, and move quickly to announce a final decision to the public.

This expedited process will allow for special provisions for Super Cities to be quickly approved and for various special provisions to be acted upon simultaneously.

This advancement in technology, accompanied by bold deregulation, will rapidly propel us toward the Fourth Industrial Revolution and the society of the future. While the process is moving swiftly and is centralized in the Cabinet Office, new ideas are welcome from local governments interested in joining, or already part of, the Super City Initiative.

This collaboration can help resolve regional issues and infuse Super Cities with local character.
